The people who lived in redlined areas drew redlines around their own neighborhoods, therefore creating the name.
From the practice of putting a redline around areas on a map that were deemed too risky to insure mortgages, provide loans, etc. based on racist and classist beliefs.
It is still a mystery to this day.
